In a large skillet cook the ground beef, onions, and celery over medium-high heat.

When it is a few minutes from being finished, add in the garlic and sliced carrots.

Pour in the beef broth, tomato paste and puree, bay leaf, thyme, and salt and pepper to taste. Then add in frozen peas.

Cook your potatoes over medium-high heat until the potatoes are tender, but not mushy.

Drain potatoes and place them in a mixing bow and add in the butter, milk, and water. Then mash the potatoes.

5.

Pour your ground beef mixture into an even layer into the pan or casserole dish and spread the potatoes on top.

Bake and enjoy!
